Make sure you're not holding anything and are standing.
Look to the night sky by pressing up on the right thumbstick.
Press "A" for every shooting star in the sky you see. If a wish was made the star will get bigger. NOTE: You can only wish on the same shooting star once, but usually there is others that follow.

Shooting stars randomly appear on clear nights, so keep an eye out for them while you're out and about. Your villagers in your town will usually give you hints it is coming. NOTE: Blathers' sister Celeste doesn't need to be in your town for shooting stars to appear.
Star Fragments
Star fragments can be collected on the beach the day after the shooting stars. For every wish you make you could get a fragment. There are 3 types of fragments: Star Fragments, Large Star Fragments, and Zodiac Star Fragments.
